Order
Subject: Regarding organising ‘Children’s Grama Sabha’ regarding
Children’s Rights in November every year
The Central Government has expressed its commitment to the United
Nation’s to implement its Convention on the Rights of the Child in
1992. The role of the Panchayats as local governments to implement
children’s rights to survival, development, protection and
participation is significant. They have the important responsibility
to specially discuss children’s situations, their development and
the rights that are constitutionally provided to them, in the Grama
Sabhas they conduct – and to inform the people of their Panchayats
regarding their responsibilities. So, the Government has decided
that every year, from November 13 to November 30 Children’s Rights
Week is planned and among these days, one day especially children’s
Grama Sabha is organised about children’s rights for the people of
the village, the parents/guardians, officials from different
government departments and children. The following issues are
suggested to also be discussed in this Grama Sabha.

Providing nutritious food for the healthy
development of children
2.
Designing education and games in a scientific
manner for the intellectual development of children
3.
All children in the age group of 3-6 years get
enrolled in the Anganwadi and schools are start their education
4.
Create awareness against those who involve
children in bonded labour and agricultural labour
5.
Nurture and protection of girls
In addition to the above, this should be a programme that discusses
in detail the programmes being implement by the government for the
sake of children and to provide additional information to parents
and the people. In this arrangements should be made to ensure that
children’s rights special Grama Sabha, children within the
jurisdiction of the Grama Panchayat, parents, Anganwadi activists,
supervisors of the department of Women and Child Welfare, junior
women health workers, all school teachers, police officials,
members of the school development and monitoring committee,
representatives of the local NGOs compulsorily participate.
All Grama Panchayats should set up systems to consolidate data and
other information regarding children within their jurisdiction. All
Chief Executive officers are directed to give personal attention and
organise the Children’s Rights Special Grama Sabhas. It is suggested
that reports regarding this are provided to the Government.

The Executive officers are responsible to circulate the copy of this
order to all the Grama Panchayats within their administrative
jurisdiction and to organise the children’s Grama Sabha every
November. It is directed that the organisation for this should be
carried out and through the respective Zilla Panchayats the reports
should be submitted to the Government.
