Report on 'Mainstreaming Informed Participation of Children' Consultation

On 11th December CWC organised a consultation in Bangalore entitled 'Mainstreaming Informed Participation of Children in Governance'.  As well as being a consultation exercise the event witnessed the release of two new CWC publications 'Protocol of the Makkala Panchayats in Karnataka' and 'Taking a Right Turn: Children Lead the Way in Research':

 

Protocol of the Makkala Panchayats in Karnataka

The Makkala Panchayat in Karnataka is an elected body of children, the first structure of its kind, which came into existence in 1995. Over the years, the members of Makkala Panchayats have developed their own protocol. This protocol has been drafted by the members of the Makkala Panchayat, all of who are children between the ages of 6-18. The Protocol defines consists of rules related to elections, procedures for holding their meetings at both the ward-level and the village-level as well as procedures for conducting Makkala Panchayat Grama Sabhas.

Taking a Right Turn: Children Lead the Way in Research

During 2002, children in Kundapur conducted an extensive research on their transport, mobility and access problems. ˜Taking a Right Turn™ is a research document on the basis of their experience, focusing on why children should do their own research and the methodology of children doing their own research.

Detailed Critique and Corresponding Recommendations

There has been much written about the Government of India's alterations to the Child Labour (Prohibition and Regulation) Act 1986.  CWC's response is contained within an 'Open Letter' critique to Sri. Oscar Fernandes, Minister of Labour, GOI, that lists some of the central issues that have accounted for its failure and suggestions for an alternative Action Plan. A more detailed critique and corresponding recommendations by CWC was also a developed and attached to the 'Open Letter'.  These two pieces along with its introductory communication letter are reproduced here.

Critique of Government of Karnataka Order

Press Release

In response to the recent Governments of Karnataka Order regarding yearly Special Children's Grama Sabhas, CWC has composed a series of responses including a critique of the plans (with accompanying annexes) and a circulated press release.  The pieces, whilst welcoming the Governement of Kanataka initiatives, sadly report that in their present form the orders are tokenistic and simply pay lip service to the concept of Children as holders of Rights.

Working Children's Conference - An Appeal

On 18th and 19th November, 2006, Bhima Sangha is organising a Working Children's Conference to strengthen their movement and to remind the government of its obligations and commitments to them. Around 500 working children will gather in Cubbon Park to discuss their problems, search for solutions and present their recommendations to the State Government. They need your support.

'Why children should be seen and heard' - Ammu Joseph

Ammu Joseph, a noted journalist and author of several books on media, presented a paper at the 5th World Summit on Media for Children in Kuala Lumpur. The paper is entitled 'Why children should be seen and heard', in which Ammu speaks, among other things, about Bhima Sangha and the Media Code. Her paper is reproduced here with her permission.

Lolichen PJ of CWC recently presented a paper, 'Children as Informed Participants in Governance', at the Asia-Pacific Childhood Conference at Singapore in July 2006. The paper argues for the critical need of children managing information as well providing the process and the ethics of children doing their own research.

CWC Critique of ILO Report

Huligamma and the Big Mac

The recent ILO Global Report released on 4 May 2006 An end to Child Labour Within Reach makes tall claims and sweeping statements. This CWC critique reports that sadly the ILO's claims remain on the boundary between rhetoric and wishful thinking. 

When casting a wider look at the current international stage one can see the negative impact of globalisation and ultimately its effect on India and the child labour issue.  Drawing many strings together CWC Director Nandana Reddy wrote the article 'Huligamma and the Big Mac' for www.infochangeindia.org which investigates the affect and continuing threat of unchecked globalisation.

CWC Critique of Central Government's modifying of the Child Labour Prohibitation and Regulation Act

Central Government recently moved to include domestic work, work in hotels, eateries, dhabas (roadside eateries), restaurants, hotels, motels, teashops, resorts, spas and in other recreational centres in the list of hazardous occupations as under the Child Labour Prohibition and Regulation Act, 1986. Whilst CWC welcomes this motives and concerns behind this act it argues these changes are still not enough.

Report on the Youth Advisory Panel's activities at the United Nations Study on Violence against Children

Recommendations of Ayyamma and Bhima Sangha to the Youth Advisory Panel

Recently, Ayyamma, a Bhima Sangha representative was in New York to fulfil her role as a  member of the Youth Advisory Panel on the United Nations Study on Violence against Children. She was the only working child representative in the panel and did a spectacular job of ensuring that the voices of working children were heard in this concluding meeting of the Panel.

On the 29th April the 'Say No To Child Marriage' campaign met with the Chief Minister of Karnataka.  The meeting brought positive commitments from the Chief Minister and can be viewed as a resounding success.
